• Hiring a water attorney to handle multiple court cases to protect the town’s water supplies from other water right owners and makes the towns water rights absolute.
• Contracting Engineers specific to water system operations to ensure Gypsum complies with state and federal water laws
• Monitoring and responding to new or revised state laws that may impact the town’s ability to or cost of providing water service to our residents
• Specialized Town employee licensing, certifications, and continuing education to run our water plants and systems and to ensure their ability to provide safe and clean drinking water to the community
• Maintaining and operating two water treatment plant facilities; Mosher Treatment Plant (main facility) and Norgaard Treatment Plant (secondary facility)
• Maintaining 64.8 miles of main water line systems
• Maintaining six water storage tanks holding a total of 7.2 million gallons of treated water
• Providing 369,000,000 gallons of treated water annually to its residential and commercial customers
• A lease between the town and the United States Forest Service to expand L.E.D.E. Reservoir from 431 to 947 acre feet of untreated water storage, rebuild the failing dam, and acquire water rights to fill the reservoir. This water also provides for consumptive treatment, beneficial stream flows in Gypsum Creek to protect the environment, and water to send down the Eagle River.

• Maintaining 49.8 miles of main sewer line systems
• Treating 180,800,000 gallons of wastewater annually from its residential and commercial customers
• Capital needs for expansion and replacement of sewer treatment and supply facilities

Building Permit Fees

• The extensive education and licencing necessary for Town employees who review drawings and perform building, electrical, mechanical, and plumbing inspections on residential and commercial structures to ensure the health and safety of the community
• Monitoring and responding to new or revised state laws that may impact the town’s ability or cost of providing building permits to our community
• In house reviews and inspections that provide more timely responses to our community questions, inspections, corrections, and occupancy rather than contracting with the state or private organizations

Fire Impact Fees

• Capital items such as buildings, trucks, protection gear, and equipment for the Gypsum Fire District or the Greater Eagle Fire Protection District. Gypsum collects fire impact fees for all residential and commercial structures on behalf of both of these entities depending upon the property location 

Law Enforcement Impact Fees

• Gypsum's contract with the Eagle County Sheriff’s office for law enforcement services and police vehicles serving our the Gypsum community

School Impact Fees

• Impacts of additional students created by new residential subdivisions in Gypsum Gypsum collects the school impact fees for all residential units on behalf of the Eagle County School District. 
  

Trash Impact Fees

• Trash trucks and service for subdivisions that build streets to town standards and request trash removal services from Gypsum. Otherwise, private trash haulers are used.  

Recreation Fees

• New recreation benefits for the community or maintain existing facilities such as Gypsum Recreation Center, numerous town parks, athletic fields, bike paths, Gypsum Shooting Sports Park, Dry Lake Motocross Park, etc.
